Introduction to On-Scene Commander Refresher
The course refreshes and maintains the knowledge and practical skills required to lead and coordinate emergency response activities at an incident site, including communication, risk assessment, resource coordination, decision-making and management of personnel.

Prerequisites
Participants must have completed the On-Scene Commander Basic Course.

Who is it for?
On-scene commanders and emergency response personnel with responsibility for coordinating activities at an incident site.

Assessment
Participants are assessed throughout all practical training. If a participant does not successfully complete the practical training, the reason for the assessment outcome will be provided. Participants who do not demonstrate achievement of the required competence objectives will not successfully complete the course.

Certification
Upon successful completion you will receive a certificate valid for two years according to Offshore Norge standards
Course content
Emergency Response Organisation
Organisation, roles, responsibilities and communication within the offshore emergency response structure
On-Scene Command
Leadership, decision-making, risk assessment, communication and coordination of emergency response activities at the incident site.
Incident Assessment
Assessment and reporting of the situation, damage, escalation potential and resource requirements.
Response Coordination
Coordination of emergency teams and maintenance of personnel safety during response activities.
Normalisation
Management of the transition from emergency response towards normal operations.
Stress and Crisis Management
Recognition and management of stress and crisis reactions during emergency response activities.
Key Learning Objectives
LO1 - Apply appropriate leadership and decision-making processes during an emergency situation.
LO2 - Establish and maintain communication with the control room and emergency response management.
LO3 - Act as the emergency response management team’s primary source of information from the incident site.
LO4 - Establish an incident command point and provide relevant information to emergency management and response teams.
LO5 - Describe the situation, extent of damage and potential factors that could lead to escalation.
LO6 - Assess risks and maintain the safety of emergency response personnel at the incident site.
LO7 - Communicate the required response and resource needs to the relevant emergency response teams.
