Japan’s offshore and onshore wind sectors are scaling rapidly, but the country faces a significant shortage of qualified technicians needed to build and maintain those projects. The existing training certification network is fragmented across regions, adding logistical burden and slowing the pace of certification – a bottleneck for an industry that needs trained people on site, fast.
GiraffeWork Training Center (GWTC) set out to address that gap by establishing a large-scale, GWO-compliant training hub in Kawasaki, easily accessible from central Tokyo and Haneda Airport. The ambition was clear: become a one-stop shop delivering internationally recognised wind training standards: Basic Safety Training (BST), Basic Technical Training (BTT), Advanced Rescue Training (ART), Enhanced First Aid (EFA), and Wind Limited Access (WLA); in both Japanese and English.
Building the centre up was anything but simple. The team faced three intertwined challenges: tight time constraints to reach audit-readiness, complex international logistics for sourcing specialised training equipment in Japan, and the core task of designing GWO-compliant management systems and instructional materials from scratch. At the same time, GWTC had to navigate Japanese national legislation and build a credible brand in a new and growing local market – all while attempting to win the trust of customers who were unfamiliar with the centre.
To launch on time and to a global standard, GWTC wanted more than a vendor. It wanted a partner with the systems, the certifications, and the credibility to share the journey.

GWTC partnered with Maersk Training to design, equip, and accredit the Kawasaki facility – and to develop the instructor team behind it. Rather than build piece by piece in isolation, GWTC plugged into Maersk Training’s proven global ecosystem of training systems, materials, and methodologies, allowing the team to focus on what only they could do: the local market, national legislation, and customer relationships.
The partnership was built around four connected workstreams:
1. Facility and equipment setup
Maersk Training provided a clear roadmap, reference lists, and templates that removed guesswork from equipment selection, facility design, and the build-out of GWO-compliant infrastructure – including innovative solutions such as container-based work-at-height structures. With Maersk Training validating decisions along the way, GWTC dramatically reduced the time and risk associated with sourcing internationally and passing initial audits.

2. Train-the-Trainer (TTT) programmes
A core team of GWTC instructors travelled to Maersk Training’s facility in Aberdeen, UK, for an intensive TTT journey split across the full BST and BTT curriculum (September-October 2023), followed by additional modules in ART, EFA, and SLA, all delivered by senior Maersk Training instructors. A second TTT round followed in June-July 2025 at the GWTC facility in Kawasaki – bringing the standard back home and embedding it locally.
3. Trainer development and confidence building
For trainers joining from outside the renewable energy industry, the UK exposure was transformational. It gave them a broader, international view of the wind sector and a clear competency framework against which to develop themselves. New instructors at GWTC – whether trained overseas or on-site – now share the same core skills, methodologies, and language, removing time constraints around upskilling and ensuring consistency across the team.

4. Ongoing quality assurance
Maersk Training delivers regular Training and Assessment Audits, most recently in December 2024 and April 2025, with the next scheduled for July 2026. These audits go beyond compliance: they surface areas for improvement ahead of formal certification body inspections and create a continuous learning loop between the Maersk Training and GWTC teams.
Over three years, the relationship has evolved from advisory support into a true co-working partnership: open, direct, and problem-solving. As GWTC describes it, Maersk Training has become an extension of the same team.
Two years on from launching operations at Kawasaki, the results speak for themselves.
Audit-ready from day one. GWTC passed its first certification audit with minimal issues without any non-compliances – a milestone that turned a high-risk start-up phase into a credible operational foundation. Subsequent Maersk Training-led internal audits have kept the centre consistently aligned to GWO standards, shifting the experience from “audit stress” to “audit confidence.”
Over 500 technicians trained, zero formal complaints. Even as a start-up, GWTC has trained more than 500 participants across its core GWO modules with no formal complaints filed. The facility is equipped to train approximately 1,500 technicians annually, with capacity to scale as Japan’s wind sector grows.

Market trust accelerated by the Maersk Training name. Customers – including international operators, large and small Japanese employers, and self-sponsored independent technicians – have repeatedly cited the “Powered by Maersk Training” association as a reasoning for choosing GWTC. In a new market where credibility takes years to build, the partnership compressed that trust-building curve significantly.
Confident, internationally exposed instructors. The combined UK and Japan-based TTT programmes have produced a trainer team that is consistent in delivery, confident in their materials, and able to draw on both international best practice and local market understanding – a rare combination in the Japanese wind training landscape.
A platform for the next phase of growth. With the foundation in place, GWTC is now expanding into new formats and standards. Blended e-learning launches in June 2026, combining remote e-learning and on-site practical assessments – reducing time away from work sites for technicians and their families. Looking further ahead, GWTC plans to introduce additional certifications such as Control of Hazardous Energies and High Voltage to the Japanese market, leveraging the Maersk Training framework to gain and maintain those standards both easily and cost-efficiently.

As GWTC marks its anniversary in June 2026, the partnership with Maersk Training has moved from launch-phase support to long-term collaboration – a backbone that allows GWTC to keep scaling quickly, confidently, and to a global standard, in service of Japan’s wind transition.
